This was requested here and I actually read the first Volume of the series a long time ago, so I thought I might as well contribute to the profiles.

So we have two things based on which we can measure the speed on here. First is the slowed lightning and second is the stopped raindrops.
You would think the lightning gives the better results, but using that wouldn't even upgrade him beyond the supersonic he already has with his "normal" technique (unless you do larger assumptions like slowly meaning it needed at least 5 seconds to reach the ground from their perspective, in which case you get something like Mach 5). Hence I will just do the raindrop version.

- Raindrop Speed: 9 m/s
- Assumed Speed for the raindrops stopping in mid-air: 0.001 m/s
- Assumed human running speed: 5-7.7 m/s
The Calculation[]
First we want to calculate how much slower they percieve the world to go.
If a raindrop usually falling with 9 m/s appears to be going just 0.001 m/s for them, then they view the world 9/0.001 = 9000 times slower than it really is.
Now in this slowed down world they are said to perform super-high speed combat and then even accelerate further. Given that I will assume they move with at least 7.7 m/s from their own perspective.
7.7 m/s * 9000 = 69300 m/s = Mach 202
Massively Hypersonic for the protagonist.
