I searched on Google about Kessler, but I can't find his height. I tried to search Cole's height then. Nothing. I asked someone how tall is Cole. So, apparently, Cole isn't very tall. He appears to be shorter than the 6'1 Nathan Drake, and even Zeke who is 5' 10"
So, 5' 7" would be a reasonable estimate I guess. 170.18 cm.
Kessler seems to be around half a head taller than Cole. Assuming a head is 25 cm tall, then 182.68 cm. If anyone knows exactly how tall is Kessler, please tell me.

This calculator dictates the distance is 9.0905 m.
That's just the distance between Kessler and our POV. Cole is actually standing in front of our POV. So we have to deduct the distance between Kessler and the camera with the distance between Cole and the camera to get the distance between Cole and Kessler.
Cole's height: 96 px or 1.65 m (since he isn't standing straight)
Panel height: 223 px
