Raikage's hand is visibly 1 inches from Naruto's face before he dodged (Note: The scene is meant to be a remake of Minato dodging Raikage ans Raikages fist was less than a n inch from Minato's face so, don't nitpick Raikages fist to Naruto head distance
I use the speed of lightning for the tmeframe (at least 440000m/s)
When Raikage was coming at Naruto, Naruto was running Parallel to the wall next to him and Raikage was coming at him at an angle vertical to the wall so it was like a "T". In order for Naruto to dodge via sidestepping, he'd "HAVE" to step 4 feet in either direction to completely avoid a Man of Raikages stature (6'5 and body builder buff) at least
To find the time frame Naruto had to dodge raikage, I'll the time it would take for Raikage to connect with Naruto's face.
