Technically the second in my attempts to re-do my old TMNT calcs, but my first one was so bad it got rejected before I posted it, rip.

Casey Jones is apparently 5'8, so 1.7272 meters

That gives us a horizon distance of 4.7 km in radius.

π * 4.7^2 = 69.39 km^2

Cloud heights are approx 13 km

69.39 * 13 = 902.07 km^3

902.07 km^3 = 9.0207e+11 m^3

9.0207e+11 * 1.003 = 904,776,210,000 kg

Not sure what values to use for it. The storm had tornadoes branching out of it as an extension of the Turtles powers, so I guess 8,000 j/kg? Hopefully Arb or others can clear that up.
