Summary
Rumsshi is the God of Destruction of Universe 10. He's described as being a lazy god who likes being pampered and doesn't get much work done. Which likely helps contribute to his universe being low enough to enter the Tournament of Power.
When Universe 10 had to gather warriors for the tournament, Gowasu thought too critically and was unable to decide upon who to pick. So instead Rumsshi went with his gut instinct, and was able to quickly choose fighters. According to Rumsshi, the Tournament of Power is all about muscle, so he picked the strongest people that he could find.
