Mr. Tong is the Sun On Yee torturer, and works for Big Smile Lee. He is one of the most feared people in the Triad, for his torturing and lack of mercy. While he is torturing Wei he mocks and taunts him about the people he tortured. He is killed by Wei after he breaks free.
