Summary

Sanae Mukou is a perfectionist with a superiority complex, who wants to be respected and relied upon, because she doesn’t think she’s worth it if she doesn’t become the best. She has been very smart since childhood and a top-tier student at school, abandoning her social life and hobbies to do so. She considers being constantly surrounded by idiots who can’t follow simple instructions and/or don’t recognize her worth, even as a working adult. When she becomes a real magical girl by playing Magical Girl Raising Project as Ruler, she is mentored by Calamity Mary whom she hates due to her constant physical abuse. She later formed a team of magical girls, including Swim Swim, Minael, Yunael and Tama with the goal to take revenge on Calamity Mary. She is extremely strict and sometimes abusive herself towards her subordinates, treating them like idiots and not tolerating any foolishness, but isn’t devoid of compassion.

Attack Potency: Likely Small Building level (Non-combat magical girls scale to base-level Disrupters, which can mow down thick trees[1]. Scales to 7753 who casually tossed Mana and dented a steel door[2])

Speed: Likely Supersonic movement speed (Scales to Pechka who crossed 2 kilometers in a few seconds), with at least Supersonic combat/reaction speed (Even weak magical girls can act 100 times faster than humans[2]. Magical Girls appear as blurs to the human eye[3][1] and can react to rifle bullets[4])

Lifting Strength: At least Class 5 (Magical girls can lift cars[5])

Striking Strength: Likely Small Building level

Durability: Likely Small Building level (Non-combat magical girls can survive land mines.[4] They can also survive attacks that destroy cars[3])

Stamina: Superhuman. As a magical girl, she has hugely improved stamina and resistance to fatigue (moreover, she doesn't need to eat or to sleep). Fighting against other magical girls for a while, running kilometers and rescuing people for several hours doesn’t affect her at all. Magical Girls can stay active for multiple days without rest, resist freezing cold and scorching heat.

Range: Several Meters with magic (up to 5 meters precisely)

Intelligence: Likely Gifted. Ruler is an intelligent, ambitious and competent businesswoman, but also among the smartest characters in the series. She graduated at the top of her entire school. She's cautious, shrewd, thinks several steps ahead of her opponent, and quickly understood the loopholes within her Magical Girl exam. She has formulated successful strategies, like when her team ambushed Snow White and La Pucelle to steal their magical candies. Despite her attitude, she competently trained Swim Swim, Minael, Yunael and Tama, and even acted as a private tutor on non-Magical Girl topics for Tama.

Weaknesses: Her magic, though powerful and unbreakable, has many limitations. None of the regular human weaknesses. If she becomes unconscious, she turns back into a human and loses all the magical girl advantages.

Notable Attacks/Techniques:

Command: Ruler’s magic is to give absolute commands to anyone; the commands cannot be escaped from by force of will and cannot be broken out of. However, several conditions are required for giving the commands. Notably, Ruler must use her scepter when giving these commands. To properly give a command, Ruler must fulfill the following conditions:

  • She must stand still.
  • She must point the scepter at her targets.
  • She must say “In the name of Ruler”.
  • She must call the opponent by name.
  • She must be within 5 meters of the opponent.
  • She can control no more than 4 people at once.
  • The opponent must understand the command.

At any point in time, if one of these conditions is broken, the magic is cancelled. The magic is also automatically cancelled once the command has been met.
