Summary
Chikage Rokujo, also known as Rocchi, is the leader of a large biker gang called Toramaru that is primarily based in the Saitama region. He is a self-styled ladies man, and he usually has an entourage of girls following him around. Chikage got involved with Ikebukuro's residents and their problems after a group of Dollars attacked his gang in their own territory.

Capable of defeating Masaomi Kida with one good blow and bending a rooftops' steel railing with a jumping stomp. Even while recovering from Shizuo's beatdown he could go toe-to-toe with Kyouhei Kadota, one of the Dollars' top fighters, and stop Anri Sonohara and Varona from attacking each other)
Speed: At least Peak human, possibly higher (Even while recovering from the beatdown Shizuo gave him he could match Kyohei and interrupt the fight between Anri and Varona by getting between them)

Durability: Wall level (He took four of Shizuo's punches before fainting, Kida's attacks weren't effective on him and he took two baseball bats to the head without being fazed, with one of the bats breaking in the process.
