Lugia's wings pack devastating power — a light fluttering of its wings can blow apart regular houses. As a result, this Pokémon chooses to live out of sight deep under the sea.

Summary

Lugia is a dual-type Psychic/Flying Legendary Pokémon. Lugia leads the Legendary birds, which consist of Articuno, Zapdos, and Moltres. When they fight over territory, Lugia is the only Pokémon that can quell their ceaseless fighting. Much like the birds, it possesses the ability to control the weather; most notably, it can calm and give rise to storms. It is said that a light flutter of its wings is capable of causing winds powerful enough to tear down cliffs. If it were to flap its wings, it could hypothetically spawn storms lasting as long as 40 days. It is highly intelligent, and because of the devastating power at its disposal and the devastation it could accidentally inflict, it isolates itself deep underwater and tends to sleep in solitude.

Lifting Strength: At least Class T with telekinesis (Flapping its wings causes the storms it creates to spin with such forces. Lifted a cargo ship directly out of the water with its telekinesis and then carried it across an entire region before dropping it in the middle of the desert. Far superior to the likes of Machamp)

Stamina: Superhuman (Should be far superior to the average Pokémon. Average Pokémon are hardwired for battle and can go on fighting for lots of time despite being injured. They are also capable of spending a day on foot while fighting hordes of enemies in mystery dungeons with little to no breaks)

Range: Extended Melee Range to hundreds of kilometers

Standard Equipment: Leftovers (Steadily restores Lugia's health at regular intervals by 1/16 of Lugia's maximum health)

Intelligence: Average normally (Capable of coherent speech between other Pokémon and humans, a degree of understanding of commands and social situations), Gifted in battle (Should be far superior to 3rd stage Pokémon who are able to consistently fight the likes of Machamp which have mastered all martial arts, as well as Alakazam)

Weaknesses: It has a gentle, almost pacifistic nature, and tends to hold back to avoid damaging the world. Is implied to have a tendency to lose control and go berserk if sufficiently provoked. Is weak to Electric-type, Rock-type, Ghost-type, Dark-type, and Ice-type moves.

Notable Attacks/Techniques:

  • Pressure: Lugia exerts a pressure on the opponent which makes them expend twice as much energy tiring them out twice as quickly.
  • Multiscale: So long as Lugia remains at full health any direct damage it receives is reduced by 50%.

  • Dragon Rush: Lugia covers its body in a light blue dragon-shaped energy and rushes the opponent. It may also cause them to flinch.
  • Gust: Lugia blows a damaging gust of wind
  • Whirlwind: Lugia blows a whirlwind at the opponent to blow them away.
  • Weather Ball: Lugia gathers a ball of energy that is influenced by the weather. The weather changes its Type accordingly and doubles its power.
  • Ancient Power: Lugia manipulates nearby rocks with an ancient power and hurls them at the opponent. It may also raise all of Lugia's stats.
  • Mist: Lugia cloaks itself and its allies in a protective mist that prevents opponents from lowering their stats.
  • Safeguard: Lugia sets up a protective barrier around itself and its allies which protects against status conditions.
  • Calm Mind: Lugia calms its mind to raise its special attack and special defense.
  • Extrasensory: Lugia attacks using a telekinetic force that may cause the opponent to flinch. Its power doubles if the opponent has somehow made themselves smaller such as through Minimize.
  • Recover: Lugia rapidly heals itself of any damage it may have received by up to half of its maximum health.
  • Aeroblast: Lugia's signature move. Lugia gathers a light blue transparent ball of energy in its mouth which it then fires as a beam. It has a high chance of dealing critical damage.
  • Rain Dance: Lugia causes it to rain. This increases the power of Water Type moves and decreases the power of Fire Type moves. It also increases the accuracy of Thunder and Hurricane.
  • Hydro Pump: Lugia fires off a powerful stream of highly pressurized water.
  • Future Sight: Lugia prepares a psychic blast that hits the opponent later on in the fight. It also ignores moves like Protect and Detect.
  • Sky Attack: Lugia coats its body with energy before charging the opponent. This attack has a high chance of dealing critical damage and a chance to make the opponent flinch.
  • Swift: Lugia fires off a series of nearly unavoidable homing stars at the opponent.
  • Punishment: Lugia physically strikes the opponent with a dark attack that increases in power the more the opponent boosts their stats.
  • Natural Gift: Lugia attacks by drawing power from its held berry. The Type and power are dependent on the berry in question. This also consumes the berry.
  • Whirlpool: Lugia tosses a whirlpool at the opponent which if difficult to escape once caught in. Or Lugia dives into the water and rises out surrounded in a cyclone of water.
  • Psychic: Lugia uses a strong psychokinesis for offensive, defensive, and supplementary means such as lifting the target in question or simply blasting them. This may also lower their special defense.
  • Psycho Boost: The user attacks the target at full power. The attack's recoil harshly lowers the user's Sp. Atk stat.
  • Feather Dance: The user covers the target's body with a mass of down that harshly lowers its Attack stat.
  • Earthquake: The user sets off an earthquake that strikes those around it.
  • Max Mindstorm: This is a Psychic-type attack Dynamax Pokémon use. The user deals damage and turns the ground into Psychic Terrain for five turns.
  • Max Airstream: This is a Flying-type attack Dynamax Pokémon use. This deals damage and raises ally Pokémon's Speed stats.

  • Shadow Blast: Shadow Lugia's signature move and the Shadow version of Aeroblast. Much like its normal counterpart it has an increased chance of dealing critical damage.
  • Shadow Down: The Shadow version of Screech. It lowers the opponent's defense.
  • Shadow Shed: Shadow Lugia removes the effects of Safeguard, Reflect, and Light Screen from both sides of the field.
  • Shadow Storm: Shadow Lugia whips up a vicious shadowy tornado that can hit multiple opponents.

  • Dragon Tail: The target is knocked away, and a different Pokémon is dragged out. In the wild, this ends a battle against a single Pokémon.

  • Hyper Beam: The target is attacked with a powerful beam. The user must rest on the next turn to regain its energy.

  • Ice Beam: The target is struck with an icy-cold beam of energy. It may also freeze the target solid.
  • Hurricane: The user attacks by wrapping its opponent in a fierce wind that flies up into the sky. This may also confuse the target.
  • Defog: A strong wind blows away the target's barriers such as Reflect or Light Screen. This also lowers the target's evasiveness.
  • Tailwind: The user whips up a turbulent whirlwind that ups the Speed stats of the user and its allies for four turns.
  • Skill Swap: The user employs its psychic power to exchange Abilities with the target.

  • (Can be disabled at will unless stated otherwise.)

    • Course Checker: A skill all partners must know, regardless of IQ Group or amount of IQ Points, and exclusive to them. If targeting an enemy, Lugia will instinctively check for things that will get in the way, and will stop if such an obstacle exists in an effort to conserve stamina.
    • Status Checker: Lugia knows to not beat a dead horse and use a status move that'll cause a status effect that the opponent already has.
    • Non-Traitor: Lugia, if confused or cowering, will not damage allies with out-of-control attacks.
    • PP Saver: Lugia will occasionally use a move without consuming PP.
    • Self-Curer: Lugia recovers faster than usual from status problems.
    • Type-Advantage Master: Lugia's critical hit rate skyrockets if attacking one with a type disadvantage.
    • Weak-Type Picker: When near several enemies, Lugia will target the one that have a type disadvantage.
    • Gap Prober: Lugia can send thrown items and deliver moves through team members to target only enemies.
    • Wary Fighter: If Lugia misses its attack, it takes a step back to distance itself from its target.
    • Sharpshooter: Boosts the critical-hit ratios of Lugia's moves and attacks.
    • Hit-and-Runner: Lugia may avoid a counter-attack that the enemy uses in response to being struck with an attack or move.
    • Multitalent: Adds 5 to Lugia's max PP. Cannot be turned off.
    • Exp. Elite: Lugia earns extra Exp. Points after defeating enemies.
    • All-Terrain Hiker: Lugia can walk on water, lava and valleys.
    • Stair Sensor: When they reach a new floor, Lugia uses its intuition to know where the floor's stairway is.
    • No-Charger: The Pokémon charges then unleashes any move that normally requires 2 turns in only one turn. Powering up these charge-up moves so quickly consumes 2 PP, however.
    • Pierce Hurler: Throwing items hurled by Lugia pierces through walls and other Pokémon, without showing signs of stopping.
